my monitor get's a black screen except a tiny bit at top

so um couple of weeks ago my 144hz monitor start having like a white flicker horizontal line on top but by changing the hertz to 137 the flicker go away but then yesterday the white flicker starts appearing again at 137HZ then i try changing to 144hz again then it becomes like this
