Installed IbisPaint and it doesn't work

I installed Ibis paint and it doesn't work... It says the service cannot be started , either because it is disabled or because it has no enabled devices associated with it. I am having issues like this with other apps like the scanner and so on... is there a way I can install ibis paint without the Microsoft store ?
