why has phone link stopped working ??

. it pops up on screen but won't open. just get a spinning wheel. i have tried everything to fix for 2 days now and i can't get it to open?? even tried powershell. it won't close, i can't uninstall and i don't even see it on the microsoft store anymore. this is really frustrating.
