RDS Licensing Calculation and Installation.

I have server with Windows Server 2019 Datacenter on it. It hosts 4 Hyper-V VMs with the same Server OS on it. Neither the Host, nor the Guest VMs are a part of any Active Directory / Domain. All the VMs have 4 local User IDs (similar usernames) that are assigned to 4 people. These people are out of our office network and they should be able to RDP to all of the 4 VMs simultaneously. How many RDS CALs should I purchase and where should the RDS licensing role be?
