New laptop and unable to install software because I keep getting a windows installer message?

Hi everyone I have a new laptop with windows 10 running.I am trying to install applications (not torrented ones) and I keep getting this error (see photo)I have installed all windows updates and there is no restarting needed.Could I have some help?
