I deleted all my windows files now I can't open settings, search bar, wifi, sound, microsoft store.

I deleted some window files because I tried installing a executor but it kept saying disable anti-virus so I deleted windows files and now I can't even access my search bar or settings. I kept on clicking and trying but still no progress. I also have to install the same app every time I turn my computer off then turn it back on to play the game I like, same as logging in browsers it resets.
