Remote Desktop and Windows Server 2019

I am an Admin for windows server 2019 and users are needing to be able to remote into work desktops from home using work laptops. I do not know what is currently preventing this, but the settings are managed by my organization, and I cannot figure out how to change this. Are there any suggestions as to where it would be turned off or locked from the admin side of things?
