Trying to upgrade to Windows 11. Error 0x80070003

I have been trying to upgrade my Windows 10 PC to Windows 11. Every time I attempt the upgrade, I get the error message “Some update files are missing or have problems. We'll try to download the update again later. Error code: (0x80070003).” I was able to perform a clean install of Windows 11 on a different hard drive with the same hardware, so the problem is not hardware related. Running the Windows Update Troubleshooter shows no issues with Windows Update. I reset the Windows Update components by the following commands as administrator:SC config trustedinsta
