My pc is not working well, Starts running other applications on its own even reset function is not working.

When I tried to fix this problem by troubleshooting and reset the pc. The system automatically closed the reset process and started running other applications on its own,Now I am unable to either reset the pc nor follow the troubleshooting process to run the pc in safe mode.My system is not responding when I am trying to do the above process.Please kindly resolve my issue.Thank you.
