I have tried restarting, running sfc and chkdsk, I can't even restart the taskbar through taskmanager nor use "run a new task" because windows runs file explorer instead of the taskbar. Even some hotkeys won't work aswell, the hotkey for taskmanager works except for the hotkey for settings, and the Run dialog box. I'm having a problem with the settings app as well, I can't open it through any command because windows says "(whatever was the settings app name was) is missing from your computer. Try reinstalling the program to fix this problem". I have even tried restoring to a restore point, and
