Windows keeps freezing until PC turns itself off

So i got a HP Z420 cheap and it was running completely fine until i upgraded from a xeon e5 1620v2 to a xeon e5 2690v2. After the upgrade, it kept on hard freezing until it eventually turned itself off. it doesnt happen in BIOS and now it has got to the point where it wont boot. It just says “the computer tried to boot too many unsuccessful times” (or something like that) and then freezes when im trying to use the recovery screen. is this a hardware issue? what should i do to fix this issue? It’s probably worth mentioning i can still return the CPU for another 20 days but id rather try to fix
