My download speed drops to 0kb/s

I have a pc and every time I download a large file it downloads a certain amount mb of the file and then it drops to 0kb/s I don't get what's the problem I restarted the router unplugged and plugged the Ethernet cable uninstalled network drivers restarted and then reinstalled them I don't know what to do anymore pls tell me what to do
