Dedicated GPU is not being used by applications or appearing in Task Manager. How do I fix this?

Device manager says that the dedicated GPU was stopped by Windows (Error 43) so I followed some basic troubleshooting of disabling and enabling it within device manager, deleting and reinstalling drivers (through multiple methods), and have even done a full factory reset of my laptop. The issue remains. What other options are there for fixing this issue?
