Internet Connected but unable to open any website ERR_SSL_PROTOCOL_ERROR for all sites

Hi, I am getting Err_ssl_protocol_error for any website like gmail etc. I have tried almost all methods to resolve but am unable to get it solved.I have checked date and time, deleted host file in C drive, clear SSL certificate, flush dns , reset network setting but nothing seems to work.Kindly help.
