Can I install the windows media creator for win 10 on my phone and email it to my laptop and create a bootable drive?

So I got a low end laptop with windows 7 that's 15 year old and can't open the page to download windows media creator to make a bootable drive. So is it possible for me to install windows media creator on my phone and email it towards my laptop to create the bootable drive?
