remaping of keys through widnows API or registry

Hey,i bought a new keyboard and ran into a problem that the shortcut key for snipping tool wasnt working i thought it was something with the software of the windows operating system but then i found that my keys itself wasnt registering... it does somehow register win+shift+any other key but not "s" so i was thinking if there were a way to directly enter the registry and change that "S" to the closest letter "A" or "D" i'm aware of the power tools method but i dont want an app to be running in the background and acting as a middle man between by keystrokes and commands as i have a very bad pc
