Automatic repair loop or Windows outage

On wednesday i booted up my pc and my screen was blank when i logged in so i restarted and it wasnt allowing me to log in it kept on saying something like windows didnt load properly but now when i turn on my pc takes me to a blue screen which says automatic repair didnt work but i cant reset my pc or use a restore point because it isnt working and all them other methods arent working so how do i fix this because i dont know if its the outage or if its the automatic repair loop
