Can't access Windows Defender firewall advanced settings, is there a reason or fix to this issue

So essentially exactly like the question asks I can't access windows firewall advanced settings, although in the pic it doesn't show, I click onto the button part of it, the cursor turns into a loading symbol and then nothing else happens. Almost as though its getting stuck at the point where it should ask for permission to access it. Except for the fact it just never asks. I'm only doing this due to the second picture. I recently got interested in a game called war frame but on the launcher this shows every time without fail. I should also note I did have Norton up until today where I deleted
