Why do I always get a "Value was either too large or too small for a UInt32" error whenever I try to load or a create a new layout on Microsoft keyboa

Hi, I just got a new laptop and I realized that it uses the dvorak keyboard which ain't cool by me. So I downloaded Microsoft keyboard layout creator to remap the misplaced keys. Whenever I try to load my newly created layout or even try to load the preexisting one on the keyboard layout creator I always get the error above. What do I do please
