Keyboard is Japanese, input method is Japanese, but when typing, the US English keyboard layout is used

I acquired a notebook with Japanese keyboard and reinstalled Windows 10. From the beginning, the installation process was in Japanese; as a result, Windows is exclusively in Japanese, and the only input method configured is Japanese. This is as expected and desired.However, when I type something, the US English keyboard layout is used. For example, when hitting the "@" key, which is next to "P" on the Japanese keyboard, the open square bracket is typed. When hitting Shift-2, "@" appears instead of the expected double-quote.
