Problem with opening virus and threat protection option in my laptop even after doing a reset

I am having problems with opening my virus and threat protection in windows security at first windows security was not even opening even after trying the guidlines on Microsoft website for the same problem now after resetting my laptop virus and threat protection is still not accessable This is the text message I am receiving after clicking on virus and threat protection option in security you can see in the picture
