GPU only using 20% and low FPS

My RX6800 which I use to play games is only using 20%, I tried overclocking it from the AMD Software but it ain't doing anything.I tried disabling the GPU 0 but it makes the RX 6800 unable to be used for my game and DWM.More details about that : Redirecting
