Windows 10 Mouse and keyboard problem

Hello, so i restarted my pc then when it took me to choose language,country the basics i can't choose any of them because my keyboard and mouse isn't working i can't use scroll,the arrow keys its been days and im still trying to fix it can someone help me out?My pc is a hewlett-packard HP compaq 8200 elite sff pcHelp me please.
