2024-07 .Net Framework & Windows 11 Update Install Error

When I try to install 2024-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5039895) I get an error code of 0x800700c1. I also cannot install 2024-07 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5040442) as I get error code 0x800705b9. I'm not sure if this is causing my "Updates are Underway" boot loop upon restart as well, but nonetheless, I cannot get these to download and install. What is the proper fix for this? Thanks.
