Scroll up and tab like function automatically interferes my usage

I have an issue that it is automatically setting a 'disorganized' mode in which the screen 'changes icon selection' (similar to tab) and scroll up uninterruptedly and i only can stop if i press something like: Caps Lock, Tab or perhaps space or up arrow until it happen all again right after. I tried already to go to device manager and uninstalling the keyboards so it would install again, but nothing works, even anti virus didn't find any cause for this. I use a HP EliteBook 840 G3.
