Restoring failed, now the laptop screen it just blinking.

I tried to restore my laptop and it stopped at 26%, i search in this forum how to restart it and it said i should just turn it off 2 times and then search for fault diagnoses but I couldn’t find it so i started windows again, now the screen it’s blinking and it doesn’t start at all…
