Data migration from one server to another by keeping same access permissions

Hello Team,We have tried upgrading the Windows server 2016 standard (FS1) to Windows Server 2019 and 2022 respectively. But we unable to complete in-place upgrade. hence we are preparing the new file server and wanted to migrate the data from FS1 to FS2. Please suggest the best option for the same with minimum downtime.Regards,Vikas B.
