Why my windows 8.1 password policy Waking up require password change button is gray out?

Password policyAny user who has a password must enter it when waking this PC. To change this setting, open Control Panel and choose Power Options.Why?Why can't I find any information about this on Google? Every image on Google doesn't have the "change button" grayed out.
