How Do I Access Admin "privileges" on the PC I OWN.

I am unable to access network settings on Windows 10 PC. I am trying to access music files over my network and on the PC I get the "Windows cannot access \\MEDIASERVER\Music" message advising me to contact me network admin. Which is humorous. I guess. I have tried editing settings in Control Panel, tried editing netplwiz, services.msc and appwiz. Have rebooted a dozen times and continue to be stiffed for access. Help?
