random IT administrator on personal laptop?

i reset my personal laptop recently (about a month ago) and i tried to open microsoft security because i realized it was turned off, but i got a notification about an IT administrator and to "contact IT helpdesk for more information." what do i do about this? i tried to repair the app but it brought up the same notification and im not too sure about resetting it through settings.
