I cannot open anything on windows 11 pc

My issue started yesterday when my pc went screen went black and my gpu fans stopped spinning, I couldn't do anything so I reset my system and after logging in nothing works, I can open file Explorer but nothing opens, settings, apps, anything, even offline. Thought it was a virus so I reset my pc and reinstalled windows, I then worked but after trying to use it after rebooting the issue happened again.
