Windows apps keep scrolling me to the bottom or top of lists by selecting options by itself.

I started having this problem today. It selects an item from a list by itself, most of the times the last item but sometimes it's both the last and the first, and it doesn't let me scroll anywhere because I keep getting dragged down to the selected item that I can't click away from. Also, sometimes when I select another item from that list, it locks into that item instead, not letting me scroll below or above it. I'll link a video of the problem. I have tried to restart the PC and unplugged both my mouse and keyboard to see if the problem was in any of those, but the problem persisted.https://
