Remote Desktop can't connect to the remote compuer for one of these reasons.

Within the last 2 weeks, I have had severaly users run into the above error when trying to RDP into our Jump Host from a VPN connection.Others at the same time can connect without any problems. Then later in the day, the error somehow corrects itself and the user can connect.I have looked at the logs and cannot find any reason.Any suggestions on where to look from here?
