I can’t access my laptop

I have been trying to login into my HP stream laptop for over a week now and once I have put my password in all it keeps saying is “you can’t sign into your device right now please go to (the website to fix your account) or enter the last password you used and I have been trying to put it in safe mode but it’s not working.
