Photo Viewer will not open files

I have never wanted photos to be sent directly to the cloud thing so when it told me that I was out of space that was fine with me as I only want my materials on my actual computer. Unfortunately, now my photos will not automatically download and when I do copy and past to folders on the computer they will not open in phot viewer. How do I get things to actually work?
