Network and Sharing Problem. Any help?

I created a folder for sharing files between my PC and iPhone. I had my PC reset and now the 'sharing' is off, and now when I try to share, it says, yoursystem administrator has blocked you from running this program. It says the same when I click on "Advanced Sharing". Please help.
