Respondus Lockdown Browser Is Uninstalled, Got my Computer to be able to be turned off, but I cannot access the task manager because it is "disabled"

I've uninstalled respondus and got my computer to let me turn it off throught the software, but it won't let me access the task manager. Does anyone have an idea on how to fix it? I am on Windows 10
