explorer.exe using 50% of my CPU when task manager isn't opened

So lately I've bee having a lot of lag on my PC, and I have figured out why, though not a way to fix it.explorer.exe has been using 50% of my CPU when the task manager is closed, when I open task manager it all turns to normal, I am pretty sure that this may be Malware, but I'm not too sure, I've tried everything online, /sfc scannow didn't work, a normal scan also didn't work.I am completely lost in this and I'm thinking of completely resetting my PC if I can't find a fix to this.
