Grey Xs on file and folder icons on Desktop - and they flash off and come back, some (but not all) with green checkmarks

Lots of files, folders and links on the Desktop of one of my wife's employees. Win 10 Pro 64-bit with a Local account (not a MS account) and OneDrive is SUPPOSED to be off but I'm not sure. Maybe there IS a OneDrive account, and now I remember its icon in the right tray had a yellow exclamation point. Two-year-old Dell Optiplex 7000 Tower with lots of RAM, good CPU and NVMe drive.On a reboot today, those many Desktop icons showed grey Xs, then nothing, then many solid green checkmarks with some keeping grey X's.
