“Specified procedure could not be found” along with “credui.dll is either not designed to run on Windows or it contains an error” how do I fix this is

I’be already read through and looked at multiple guides, yet none of them have helped. Ill go more in depth on both issues to help find the right solution.Procedure could not be found issue:Most guides tell me to run a command prompt as admin, yet when i try to, or run any .exe files for that matter, the screen goes dark, as if the pop-up to run as admin, yet it only stays dark for a bit before going back to my desktop, the popup never appearing and leading to the error message.Credui.dll:Honestly im lost trying to fix this, and the guide i followed is how I discovered the OTHER issue.
