wasn't there at one time a global setting to allow apps to override windows settings?

i'm running windows 11 laptop. i use the recommended resolution and 150% scaling. i use some apps that spill over my screen if i don't reduce the scaling. i have read that i can make some settings in compatibility to possibly rectify this. my question is why? why isn't there a global setting that allows windows to run the app in the manner intended? seems i remember that many beers ago there was an option to let apps override windows settings. i may be wrong about that but why can't we do that now?
