Error 0x80070002

Error 0x80070002 I am trying to upgrade to Windows 11 but I keep getting this error. I've tried to follow the multiple suggestions online, none has worked. I cannot access the command suggestions because my computer tells me I don't have sufficient authority. It is my personal computer and no one else uses it so I'm not clear what this means.
