DISCLAIMER: I found this as a solution as my app icons haven't been stacking after the last few Windows 10 updates, even when the taskbar settings "Cascade icons: always, hide names" were set to ON. This might not be the fix-all, although I tried pinning from the desktop + start menus as well and neither fixed the issue until this attempt (3rd try), you can always try those options as well and may see different results.1.
