Can you still delete the .net file so it builds a new one??

Windows 10.Hi someone has been playing noises through my computer into my home all night. My telephone and computer are in the same hub. I usually change the password, and sometimes I delete the .net file and it rebuilds it. However the .net file is fixed and stuck. So I can not delete it? has someone changed a setting, or has this changed with the upgrade.Also i used to change my primary email and this is also stuck?? it says try again later but never works, has this changed with the upgrade.I just used to add a new email and switch it over.??
