In network high latency with shutdown pc

In network high latency comes in department due to one systems which is already shutdown and if I start system latency become normal. Why this has happened and the problem.is resolved after replacing N/ W CARD with USB CARD. this is issue with 3 systems and I had replaced with usb lan card. Please suggest reason for high latency if system is already shutdown
