Ongoing trouble downloading two Windows Updates

2024-07 Cumulative Update Preview for .NET Framework 3.5, 4.8 and 4.8.1 for Windows 10 Version 22H2 for x64 (KB5041355) and 2024-01 Security Update for Windows 10 Version 22H2 for x64-based Systems (KB5034441 refuse to download, just stay at 0%.. Any ideas?
