Applying Windows 2012 ESU license / Host or VMs

I have 4 Hyper-V hosts running on Windows Server2019 on prem and I need to apply Windows Server 2012 ESU license for 5 VMs running on windows server 2012 R2. Where do I apply the ESU license ? individually on the VMs or on the Windows Server 2019 Hosts ? if so How on the host ?
