why i am not able to make calls via phone link. phone is not getting connected ?

I am trying to connect phone link. with my android. I have got messages and all notification reflecting on phone link. but i am not able to make calls. It doesnt get paired via bluetooth. how do i connect it via bluetooth so that i can take calls on my windows
