Using unactivated windows

Hello, Is it possible to use the media creation tool with an inactivated LTSC copy of Windows 10?I’ve bought a cheap laptop that runs LTSC but isn’t activated.I have no reason to want LTSC aside from the lack of bloatware.I’ve no way of creating a bootable usb other than this laptop.I’ve got a key for Windows 10 Pro but am aware that there is no in system way of up/downgrading from LTSC.Any help is appreciated.T
