Windows Account settings page blank (unaccessable)

so i want to see if i could change my password for unrelated reasons then when I went to settings > account he page would be blank with just the text accounts on the topI just updated windows with2024-08 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5041585)and2024-08 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5042099)also I went to control panel to see if I could change stuff from there when I click make changes to my account in PC settings it comes up with this page
